The vendor is required to provide the assistance of a consultant to do the following:
• Compile a city refrigerant inventory, identifying all equipment containing refrigerants, age of equipment, refrigerant used, its global warming potential, charge in lbs., leak rate, service schedule, how leaks are monitored and addressed, and amount of refrigerant added annually. inventory stored refrigerants by type, quantity, and weight.
• Develop a schedule for conducting regular inventory updates.
• Evaluate the current processes for managing refrigerants in municipal operations including procurement, maintenance, and disposal (reclamation/recycling/destruction).
• Create a refrigerant procurement and maintenance policy, including code on proper refrigerant purchasing (including alternative refrigerants), proper monitoring, repair and disposal by staff and contractors.
• Develop a plan and process for tracking and reporting on refrigerant purchase, use, repair and disposal.
• Develop a plan and schedule for leak detections and management.
• Develop a schedule for equipment evaluation and replacement
• Develop a policy for selling refrigerant.
• Develop a template for annual program evaluation and reporting
• Develop a training program for staff and contractors regarding proper monitoring, repair and disposal developed and implemented.
• Develop a robust annual multi-media campaign to educate the community, including disadvantaged communities (DACs), on the effects of refrigerant leakage and proper protocols and management.
