The Vendor is required to provide to perform project management services for the agency IT modernization grant.
• Develop UI it modernization request for proposals to include drafting statement of work, functional requirements, technical requirements, deliverables, any interfaces, in accordance with grant award.
• Provide confidential non-voting technical assistance and analysis of proposals from vendors, and advice to department it and program team on system solutions that will best fit the current architecture and provide timely deliverables on the unemployment insurance program letter (UIPL) 11-23 grant projects.
• research and connect with other state area unemployment insurance programs that are currently doing UIPL 11-23 initiatives to gather best practices and methods, services, and development tools used in their respective projects.
• Coordinate regular meetings (monthly, quarterly, and annual) and keep track of project schedules and timelines with the department and contracted vendors who have been awarded projects.
• Assist with monitoring tasks completion by vendors to ensure critical path key deliverables are completed and operational.
• Responsible for providing an integrated project plan analysis to determine priorities and keep the timeline and deliverables functioning and on schedule.
• The contractor must provide monthly reports on the progress of project activities.
• Ensuring contracted vendors use transparent, timely, and effect processes in the development of system solutions.
• Ensure that there is a structured environment that will allow for optimal testing and debugging of coded and any re factored engineering.
• Set up workflow and schedules for all phases of testing.
• Assist department with performance and stress testing of modules, queries, procedures, and audit of code structure for defects, and incompleteness.
• analyze any batch processing data, user interface conversion from legacy systems to upgraded cloud-based environments.
• analyze legacy systems to determine what data should be archived to ensure system throughputs and functionality are optimized in the back-end database.
• Ensure that testing and migration also synchronizes and interfaces with established cron -jobs, back-end queries, and network OSI.
• Assessment of entire unemployment staff and functions.
• Review organization charts and hierarchy levels and recommend changes.
• Review and provide plan for recoding legacy system end user authentication and access rights based on position and internal control structure.
• Analyze current case management system wireframe and provide recommendations on best solutions for upgrading.
