The Vendor is required to provide to develop a comprehensive, fully compliant cost allocation plan (CAP) that not only supports accurate cost recovery but also provides city management with improved visibility into the profitability and performance of city services and operations.
- Services include:
• Work with the appointed city staff committee comprised of staff from finance and key departments to define the purpose, uses, and goals for the cost allocation plan, ensuring that the development of the plan will be both accurate and appropriate for the city’s current needs.
• Meet with staff in finance and various departments and conduct interviews as needed to gain an understanding of the city’s practices and operations.
• Review the documentation supporting the current fee and rate structure for all departments and services.
• Develop a full cost allocation model for calculating the full costs of providing each city service.
- The requirements of the model shall allow for:
• Additions, revisions or removal of direct and overhead costs so that the cost allocation plan can be easily adapted to a range of activities both simple and complex.
• The ability of the city to continuously update the model and overhead cost allocation plan easily from year to year as the organization changes.
• The addition of hypothetical service area information for future service enhancements, and the ability to calculate the estimated cost of providing the service under consideration.
