Water Taxi Planning and Implementation Service

The Vendor is required to provide consulting services to support the city in the implementation of a water taxi service.
- Services is to ensure that the City is equipped with the necessary strategic, operational, and financial guidance to successfully launch a sustainable, integrated, and effective waterborne transportation network.
- Provide technical expertise to refine the service plan, infrastructure requirements, operational framework, and financial feasibility analysis.
- Services include:
• Proposal evaluation support - assist city staff in the technical review and evaluation of water taxi proposal responses, including assessment of proposer qualifications, service plans, infrastructure proposals, vessel types, operational models, and financial viability.
• Service planning and refinement - based on the selected operator’s proposal and the city’s goals, assist in refining the service model, including routes, schedules, fare structure, vessel specifications, and integration with existing public transit systems.
• Infrastructure planning - evaluate proposed and potential docking locations, identify infrastructure needs, and provide recommendations for improvements, permitting, and accessibility compliance.
• Financial and operational feasibility - review proposed funding models, fare revenue projections, and operating costs. 
• Identify potential funding sources, public-private partnership opportunities, and grant opportunities to support service sustainability.
• Regulatory and permitting guidance - advise on regulatory requirements for water taxi operations at the local, state, and federal levels, and assist with permitting strategies.
• Strategic and operational recommendations - provide a final summary report with actionable recommendations to ensure a successful, sustainable, and integrated launch of the city’s water taxi service.
• The consultant shall be available for meetings (virtual or in-person) with city staff, evaluation committees, elected officials, and other stakeholders, as needed throughout the engagement.
