The vendor is required to provide consultant or consulting firm to support the university to undertake listening sessions to gather feedback from statewide interests to assess the future needs and structure of the university.

a. Deliverable 1
1. Stakeholder engagement
• Identify and interview a diverse group of stakeholders across state.
• Synthesize stakeholder input to understand current perceptions of the university.
2. Executive leadership evaluation
• Conduct a detailed review of the role and responsibilities of the university, institution presidents and university chief executive officer (chancellor).
3. Draft analysis
• Develop a report summarizing findings, analyses, and actionable recommendations for the university and university.
• Provide recommendations for optimizing these roles to meet the needs of the state, institutions and system.
4. Present draft analysis to the university
• Conduct a workshop with the university to review findings and share observations and preliminary recommendations.
• Evaluate the role, structure, and effectiveness of the university in overseeing the university.
• Make recommendations for potential changes to enhance governance, strategic oversight, and accountability
• Assist the university with the development of an updated roles and responsibilities statement for the university, institution presidents and the university
b. Deliverable 2:
1. Research and benchmarking
• Study organizational designs, governance structures, and operational models of higher education systems, regionally and nationally.
• Identify innovations in governance, leadership, and operational efficiency.
• Compare the findings to the current university structure.

1. Identify and recommend changes to existing university policies and procedures to align with the revised roles and responsibilities statement.
2. Provide a prioritized implementation plan for proposed changes, including potential timelines, costs, and expected benefits.
3. Analysis of organizational efficiency
• Assess the current organizational structure of the university, including roles, processes, and resource allocation.
• Identify possible redundancies, inefficiencies, and gaps in the system.
• Propose strategies to improve collaboration and operational alignment among campuses and system offices.
