The Vendor is required to provide a third-party consultant to review compensation elements for individuals defined by the agency system as highly compensated, including but not limited to executive, administrative, disqualified persons, and physician (A&P and faculty) classifications.
- The consultant shall provide assistance on an as-needed basis, when Reasonableness Opinions are required to address questions of market value and analysis.
- must be able to define competitive salary ranges for the positions listed above, using market supported data. Additionally, the data should allow positions to be reviewed at key percentiles within the market: 25th, 50th, 75th, and 90th.
- Ability to provide review of multiple compensation types, including but not limited to base salary, short and long-term incentives, bonuses, total cash and total compensation.
- The market data/surveys used for review must originate from companies with expertise in gathering and analyzing compensation data for standard and specialized business functions (e.g. healthcare systems, medical schools, hospital systems, financial, technical, etc.).
- The consultant’s process for review must be documented and provided to agency in written communication, including the market data/surveys used, jobs used for comparison, special analytical methods utilized, and if asked, corroboration of reasonableness to address salary packages developed by agency.
