The vendor is required to provide support to the traffic safety division for safety planning services on an on-call basis.
• developing the agency including the development and implementation of stakeholder involvement, establishing goals, objectives, and strategies for achieving the agency goals.
• Also included is the development of federally mandated, evidence-based safety performance targets and information associated with those targets including stakeholder coordination and meeting facilitation, and alignment with the department’s highway safety improvement program’s performance measures.
• Preparation of informative and instructional materials and publications pertaining to the 3-hsp, including the annual report and annual grant application, and other traffic safety topics.
• Develop safety initiative communication and outreach materials.
• Develop strategies and approaches for public participation and engagement in accordance with 23 USC 402 and 23 USC 1300 during the development of the 3-hsp, or as a separate initiative.
• Assist with the implementation of actions identified in the state pedestrian safety action plan, target zero initiative, and other department safety planning activities and initiatives.
• Provide technical support for staff development and training on program-specific needs.
• Assist in program reviews and/or assessments for TSD programs including, but limited to: traffic records program, impaired driving program, DWI schools, and others identified by the department.
• Provide administrative, policy, and implementation guidance including updating policy and procedures manuals, risk assessment procedures, and others.
• Review and development of responses to agency management reviews.
• Assist in the development of the traffic safety division’s impaired driving plan.
• Provide technical writing and document formatting services for the products listed above and as identified through task order.
• Assist in updating the traffic safety division’s financial management manual and other policy documents as directed.
• Other activities as directed by the department.
