The Vendor is required to provide on an as needed, on-call basis to provide oversight and advisory services for current and future development, rehabilitation, and capital improvement projects across housing portfolio.
- Objectives
• Act as housing trusted advisor and project advocate.
• Provide expert oversight of design, construction, and close-out activities.
• Ensure alignment with housing strategic goals and portfolio priorities.
• Maintain compliance with department, and local procurement standards.
• Facilitate clear and transparent communication among stakeholders.
- Pre-Construction Phase
• Assist housing in developing project goals, budgets, and schedules.
• Review funding requirements and coordinate with lenders, department, and other agencies.
• Support the selection of architects, engineers, and consultants.
• Provide procurement support, including proposal preparation and bid evaluations.
• Review initial design concepts for feasibility, constructability, and cost-effectiveness.
- Design Phase
• Facilitate coordination between housing, the design team, and stakeholders.
• Review drawings, specifications, and documents to identify conflicts or cost-saving opportunities.
• Ensure designs align with housing objectives and regulatory requirements.
• Recommend value engineering options to optimize efficiency and cost.
- Construction Phase
• Serve as housing representative during construction to monitor overall progress.
• Conduct site visits and attend construction meetings as needed.
• Review contractor submittals, RFIs, change orders, and payment applications.
• Verify work quality and compliance with contract documents and specifications.
• Provide proactive problem-solving to minimize risks, delays, or disputes.
• Prepare regular progress reports summarizing schedule, budget, and quality updates.
- Close-Out Phase
• Oversee project close-out, ensuring completion of punch lists and inspections.
• Confirm delivery of as-built drawings, warranties, and turnover documentation.
• Review and approve final pay applications and lien releases.
• Ensure compliance documentation is submitted, especially for department reporting.
- On-Call Engagement Model
• Services under this Scope will be provided as requested by housing on a task-order basis.
• Each task order will define project details, deliverables, pricing, and NTE amounts.
