Master Comprehensive Emergency Management Planning Services

The vendor is required to provide master comprehensive emergency management planning services for emergency preparedness strategy, designed to ensure the community is equipped to handle a wide range of natural and manmade disasters.
- Requirement:
•    Mass fatality management plan
•    Continuity of operations plan (coop)
•    Family assistance center (fac) plan
•    Comprehensive emergency operations plan (EOP), which will include annexes for:
o    Tropical cyclone plan
o    Hazmat response plan
•    Spontaneous disaster volunteer, donations management, and points of distribution (POD) plan
•    Animals in disaster plan
•    Short-term recovery and damage assessment plan
•    Community disaster awareness and preparedness plan
•    Community alerting plan
•    Emergency management training and exercise program plan
•    Search and rescue plan
•    Joint information center (JIC) and joint information system (JIS) plan
•    Emergency fuel, petroleum, oil and lubricants (FPOL) management plan
1. Project initiation and data collection
•    The consultant will begin by establishing a clear understanding of the project's scope and objectives. 
•    This phase involves a kick-off meeting with key county departments, including county leadership, the office of the coroner, emergency management, law enforcement, fire rescue, and public health. 
•    The team will conduct a thorough review of existing resources, potential facility locations, and the roles of key personnel. 
•    Extensive data collection will be performed to identify current protocols, potential gaps, and the roles of key personnel responsible for mass fatality management. 
•    The consultant will also conduct interviews and virtual work sessions with key stakeholders to define specific needs and priorities.
2. Strategy and logistics design
•    This phase focuses on designing the operational strategy for mass fatality management. 
•    The consultant will conduct a needs-based analysis to identify the most critical resources and develop a prioritization scheme. 
•    The design will include a system for tracking remains, a clear workflow for dignified handling, and a protocol for establishing and managing temporary morgue facilities. 
•    The logistics analysis will cover potential transportation routes, security requirements, and a process for coordinating with forensic experts and other agencies. 
•    Strategy document that outlines the proposed approach and logistics recommendations.
3. Plan development
•    Activation and deactivation procedures: clear triggers for activating and demobilizing the plan. 
•    Command and control structure: defining roles and responsibilities for managing mass fatality operations. 
•    Dignified handling protocols: detailed procedures, including forms, checklists, and a priority list for the handling of remains. 
•    Victim identification protocols: a clear process for setting up, securing, and operating temporary morgue facilities and coordinating with forensic teams. 
•    Family assistance center (fac) coordination: a strategy for communicating with and providing support to victims' families. 
•    Maintenance and training: a clear process for regularly training staff on the plan and updating it as needed.
4. Finalization and handover
•    The final phase involves incorporating feedback from the tabletop exercise and stakeholder reviews into the plan. 
•    The consultant will revise the plan and submit the finalized version, along with the after-action report, for the county's official approval. 
•    The project concludes with a formal handover meeting, where the final plan is presented and distributed to all relevant departments and partners, ensuring a smooth transition and operational readiness.
