The vendor is required to provide performance-based planning and programming (PBPP) approach into the regional planning process, with a specific focus on enhancing and clarifying the PBPP orientation of the agency regional transportation plan and sustainable communities’ strategy (RTP and SCS) and federal transportation improvement program (FTIP).
- Review of organizations PBPP strategies
• Conduct of an assessment of best practices used by major organizations in the incorporation of performance-based planning principles in their regional transportation planning processes, with an emphasis on practices guiding development of the RTP and the FTIP.
• Review the availability of statewide resources to organizations in the state to facilitate compliance with PBPP principles in support of development of the RTP and SCS and FTIP including data, technical tools, and performance metrics.
• Assessment of federal and state law relative to the role of the organizations, regional transit agencies, county transportation commissions, tribal governments, and federal agencies in the RTP/SCS project selection process.
- PBPP strategy outline
• Development of a framework for how performance-based planning and programming may be effectively enhanced in the agency region based on a comparison of existing agency PBPP practices with approaches successfully implemented at the organizations reviewed in the previous task.
• Opportunities for enhancement of the agency PBPP program should be identified and assessed in the review of current practices used by peer organizations.
• The framework should be drafted in memo format to include the provision of guidelines for county transportation commissions in the agency region to maximize opportunities for incorporating an enhanced PBPP approach into the development of countywide long range transportation plans.
- PBPP strategy for connect SoCal 2050
• The goals, outcomes, performance measures, and targets for the RTP should be selected to maximize the PBPP focus of the plan.
• The connect SoCal 2050 performance reporting element should be structured to effectively communicate regional conditions relative to RTP and SCS performance objectives.
• Guidance on development of an effective regional needs assessment process to ensure the gap between existing conditions and desired future performance is identified and how attainment of future performance is addressed through selection of projects in the RTP.
• A comprehensive RTP project prioritization process to ensure the program of projects included in connect SoCal meet the identified regional performance targets and goals.
- PBPP strategy for the FTIP
• Prepare a memorandum outlining a comprehensive strategy to maximize the incorporation of PBPP principles into development of the agency FTIP.
• Provide for a review of current PBPP practices relative to development of the agency FTIP and seek opportunities to enhance the process to further adhere to PBPP principles and best practices.
• Agency currently uses a database (e-FTIP) that is updated by the county transportation commissions to quantitatively track project-specific benefits to each of the federal performance measures.
• The e-FTIP methodology should be reviewed to seek opportunities for improved project specific performance analysis and reporting.
- Regional performance monitoring and reporting
• This task will focus on enhancing the ability of agency to more effectively track and analyze ongoing regional performance information relative to the connect SoCal performance measures and to meaningfully communicate performance trends to regional partners and the public on a regular basis, including how performance is communicated effectively in the RTP and SCS.
• Agency is also seeking to develop a means to facilitate the ongoing monitoring and reporting of progress toward filling the gap between existing regional transportation system performance and desired future performance as envisioned in the RTP and SCS as part of a comprehensive regional PBPP program.
