The vendor is required to provide environmental consulting services for private development projects in the city.
- Such documents would be in the form of but are not limited to the following: initial study, negative declaration, mitigated negative declaration or an environmental impact report.
- The environmental consultants selected for the list shall have the technical expertise and experience to be able to provide the full array of services typically involved in the preparation of act documents.
- Pursuant to act procedures and guidelines, the city anticipates that the preparation of environmental document(s) may be required for potential future residential, commercial, and industrial projects including, but not limited to, the following types:
• Affordable housing projects
• Small infill development projects
• Large infill development projects
• New construction commercial and industrial projects
• New construction residential projects
- Due to sensitive timing and the potential for project schedules to overlap, the city may ask several consultants to provide consulting services and the consultant(s) may subsequently be asked to provide written proposals for more than one project.
- Typical environmental impacts which will need to be assessed include, but are not limited to:
• Aesthetics
• Agricultural resources
• Air quality
• Biological resources
• Cultural resources
• Climate change and global warming
• Geology and soils
• Hazards and hazardous materials
• Hydrology and water quality
• Mineral resources
• Noise
• Population and housing
• Public service
• Recreation
• Tribal cultural resources
• Transportation and traffic
• Utilities and service systems
- Provide any number of services pertaining to the city’s implementation of act, including, but not limited to, the following:
• Prepare act documents for the city’s planning division, including, but not limited to:
o Initial studies in support of mitigated negative declarations, negative declarations and mitigation monitoring and reporting program (MND/ND/MMRP)
o Addendums to environmental impact reports
o Environmental impact reports
o Notices of preparation
• Provide filing services with the los county clerk and the state clearinghouse
• Provide peer review of act documents prepared by project applicants
• Conduct and support act review for the following potential projects:
o Large and small-scale development applications such as zoning amendments, use permits, and vesting tentative maps
o Potential updates and amendments to the general plan
o Potential updates and amendments to specific plans
o Potential updates to the zoning code
• Review and comment on adequacy of act documents from neighboring jurisdictions and agencies
• Required consultations
• Conduct scoping meetings
• In person attendance of public hearings
• General act consulting.
