The vendor is required to provide phased consulting engagement:
• Ensure compliance with current and anticipated local, state, and federal regulations
• Identify and implement opportunities for operational optimization and financial performance
• Establish a forward-looking framework for sustainable materials management, aligned with the city’s goals for environmental responsibility, resource recovery, and community service
- To engage a consultant with demonstrated expertise in:
• Long-term planning for waste reduction and sustainable materials management
• Collaborating with a diverse set of stakeholders to develop actionable outcomes
• Identifying and evaluating innovations in sustainable materials management from other cities, states, and international leaders.
- Consultant shall perform the following tasks:
1. Regulatory compliance review
• Assess compliance with all current relevant local, state, and federal regulations.
• Identify upcoming regulatory changes and recommend proactive measures to ensure ongoing compliance.
2. Operational efficiency and facility evaluation
• Evaluate existing transfer station operations, including throughput, workflow, and logistics.
• Identify opportunities for operational improvements and efficiencies.
• Assess capital investment needs to improve and modernize the facility.
• Evaluate customer service experience for haulers, residents, and businesses (i.e., site access,
• Wait times, traffic flow, communications).
• Review safety standards and protocols to ensure alignment with industry best practices and regulatory requirements.
• Recommend strategies for operational resiliency, including emergency response, redundancy, and climate preparedness.
3. Financial optimization and revenue model development
• Benchmark operations and financial performance against leading transfer stations in state
• Recommend financial optimization strategies.
• Assess impacts of alternative pricing models on customer behavior, diversion rates, and overall transfer station viability.
4. Sustainability and circular economy assessment
• Evaluate opportunities to integrate sustainable materials management (SMM) principles.
• Recommend strategies for resource recovery, waste diversion, organics processing and composting, and reuse and recycling
• Explore partnerships or technologies that support circular economy practices.
• Identify feasible expansion of HHW and specialty materials programs.
5. Diversion, reporting and penalty framework
• Propose measurable sustainability metrics, including:
o Diversion rate targets
o Greenhouse gas reduction goals
o Energy and resource conservation benchmarks
• Recommend monitoring protocols with metrics, reporting frequency, and potential incentives or penalties to ensure accountability.
• Develop recommendations for digital reporting tools and dashboards that:
o Are compatible with existing city systems
o Provide real-time or near-real-time performance tracking
o Enhance transparency and data accessibility for city staff and stakeholders
o Support compliance, sustainability, and financial reporting requirements.
