The vendor is required to provide executive consulting services in the following five categories:
• Strategic advisory services;
• Organizational development;
• Policy and regulatory support;
• Stakeholder and governmental relations; and
• Special projects.
a. Strategic advisory services
• Serve as a thought partner to the officer and senior leadership, offering guidance on cross-cutting priorities, long-term planning, and external positioning.
• Assist in articulating and operationalizing the air district’s strategic vision, including climate action, equity, and environmental justice goals.
• Assess emerging issues, identify organizational risks and opportunities, and help senior leadership frame high-impact decisions in ways that align with air district values and regulatory responsibilities.
• Support alignment across departments and initiatives by helping leadership prioritize objectives, integrate internal and external stakeholder feedback, and identify strategic tradeoffs.
• Help the air district remain forward-looking and adaptable to regional and statewide policy shifts.
b. Organizational development
• Evaluate and advise on the structure, culture, and performance of senior leadership and management teams to strengthen internal effectiveness.
• Identify organizational bottlenecks, gaps in leadership capacity, and areas where decision-making could be streamlined.
• Support leadership in aligning organizational functions with strategic outcomes and improve agency responsiveness to evolving air quality and climate demands.
• Design and facilitate leadership development efforts, executive retreats, or succession planning strategies.
• Foster a more collaborative and adaptable leadership culture and ensure that staff are equipped to implement policy and programmatic goals efficiently and equitably.
• Support leadership in creating cultural change.
• Provide executive coaching services, with a focus on strengthening skills in internal coordination, external engagement, and professional conduct.
• Support and prepare management for organizational changes, restructuring, and program retooling.
c. Policy and regulatory support
• Provide analysis of emerging and existing air quality, climate, and environmental justice regulations and policies at the local, state, and federal levels.
• Assist the agency effectively implement current rules, anticipate regulatory trends, assess policy implications, and craft coherent positions that reflect the air district’s mission.
• This support is particularly valuable in fast-moving legislative sessions, rulemakings, or agency negotiations where timely and expert input is critical.
• Assist in preparing executive briefings, public testimony, or strategic communications that support regulatory engagement.
• Provide support to ensure the air district remains a respected, proactive voice in the policy landscape.
d. Stakeholder and governmental relations
• Advise on building and maintaining strategic relationships with external partners, including state and federal agencies, local governments, community-based organizations, and environmental justice advocates.
• Support senior leadership in preparing for high-level engagements and facilitate or attend key meetings.
• Help position the air district as an effective, transparent, and inclusive leader in air quality and climate protection.
• Develop briefing materials, coordinate interagency initiatives, and ensure consistent messaging in executive communications.
• Advise on the development of materials and tools for external communication.
e. Special projects
• Lead or support critical special projects that require high-level problem-solving, cross functional coordination, or rapid response.
• These projects may arise due to urgent public health issues, regulatory changes, or organizational restructuring needs.
• The consultant is expected to bring structure, analytical rigor, and discretion to sensitive or complex challenges.
• Conduct internal assessments, design implementation plans, or facilitate task forces composed of diverse internal and external stakeholders.
• Lead or support pilot initiatives.
