Managerial and Leadership Consulting Services

The Vendor is required to provide leadership consulting services with demonstrated expertise in project management, public sector budgeting, human resources, strategic management, and employee relations.
- Providing budget support such as evaluating existing budget priorities and spending; recommending improvements with impending departmental budgeting shifts; assisting in aligning budgeting with strategic goals; providing training to unit and divisional managers and the executive team on budget management and municipal budgeting practices and processes and forecasting future budgeting needs based on new programs and priorities.
- Responsibilities will also include Human Resources Consulting such as assessing current departmental human resources policies and recommending updates; advising on talent acquisition, retention strategies, and succession planning within a merit based, civil service system; developing strategies to hire the optimal talent for the department and advising on optimal staffing levels to perform priorities and meet goals.
- Responsible for Strategic/Project Management such as facilitating refinement of the departmental strategic plan and setting annual goals; assisting in establishing goals by analyzing performance metrics and trends; supporting leadership in translating strategic objectives into departmental goals and operational processes and programs that are measurable; advising on how to meet strategic goals with defined budget resources and analyzing risk with regard to departmental projects.
- Applicant will provide the following:
•    Quarterly and annual assessment reports (budgeting, HR, strategic plan, employee relations)
•    Updated HR policies and procedure recommendations
•    Operational and program reports
•    Comprehensive departmental strategic planning recommendations report
- Budget: $150,000
