The vendor is required to provide small business services for include:
• Develops a capability and capacity assessment tool.
• Provides an assessment (needs assessment), including swot analysis for each company interested in supportive services (no less than 25 companies), which includes an outline and report and recommendations of actions and timeline to assist small businesses that perform construction and engineering and design related to heavy highway.
• Assess each company’s capabilities and capacity.
• Provides bid matching services to connect opportunities with companies.
• Offers technical assistance and business development services to the company.
• Determines which consulting services and technical assistance to offer to the company based on the capabilities and capacity assessment.
• Each assessment must be provided to agency as they are completed for review and comment.
• Provides consultation on estimating, bidding, and developing technical skills – this includes review of job costing (materials and staff), review of blueprints and construction documents, submitting bids, negotiation and award, and change orders.
• Provides services to develop and improve immediate and long-term business management, recordkeeping, and financial accounting capabilities.
• Accounting assistance includes a review of income statements, ratios, costs, statement of expenditures, net worth, cash flow, and use of funds.
• Provides services to assist with bonding and financial assistance.
• Assists companies with business plans, capability statements, websites, and marketing plans.
• Assists companies with how to grow their business and how to network with prime contractors.
• Provides support to small businesses in professional services on how to bid on letters of interest.
• Engages with professional services industry (engineering and design companies) to determine small business development needs and create an action plan to address deficiencies and submit for agency approval.
• Offers presentations to companies on topics such as estimating, bidding, business management, accounting, bonding, financial assistance, business plans, capability statements, websites and marketing plans.
• Marketing for training must adhere to agency branding guidelines.
• Presentations must have prior approval from agency.
• Compiles call logs and activity logs and a monthly pipeline report about the services offered and results obtained and submits information with a monthly invoice to the agency supportive services manager.
• The pipeline report should display all small businesses that have received technical assistance and business development supportive services, indicating their current status and next steps.
• The process and activities for each company must be clearly detailed with outcomes and provided each month for each firm that received technical support.
• Provides reports on small businesses’ data (requests for website development, bid matching, technical support, one-on-one assistance, training attended) and accomplishments.
• Researches and corrects issues in service offerings to small businesses.
• Meets with agency monthly to report on progress.
• The vendor’s team must be able to meet in person (as needed) with the companies.
• The vendor must have meeting software to conduct meetings and training remotely.
