The vendor is required to provide professional services associated with supervisory control and data acquisition (SCADA) system master planning at a competitive price.
1. Project kickoff
• Conduct a workshop with project team and stakeholders to establish project goals, milestones, and requirements.
• Conduct a site visit to pertinent offices and locations to become familiar with SCADA system.
2. Conduct a detailed assessment of the existing SCADA systems, including:
• Hardware, software, and communication protocols for flood, facility, and treatment areas.
• Reviewing existing river authority information and reports related to the current SCADA systems.
• Coordinating with river authority staff to develop an understanding of the current SCADA systems and their challenges.
3. Conduct a comprehensive needs analysis to determine the functional requirements of the existing SCADA systems needed to effectively monitor and control:
• Wastewater metering, lift station conveyance, and treatment processes
• Stream and dam gauge network and flow control structure systems
• Building an automation system including HVAC
4. Prepare a gap analysis that identifies:
• Limitations in capability and scalability
• Reliance on proprietary or outdated equipment or software
• Cyber and physical security improvements
• Space planning for SCADA resources
• Areas that benefit from automation and remote monitoring and control for:
o Safety
o Consistency
o Efficiency
o Reliability
o Automation for unmanned operations 24 hours per day, 7 days per week
5. Develop a comprehensive SCADA system masterplan for flood, facility, and wastewater monitor and control that includes:
• Report explaining:
o Findings from items 1, 2, and 3 from above
o Recommendations to improve:
1. Safety
2. Consistency
3. Efficiency
4. Reliability
5. Automation for unmanned operations 24 hours per day, 7 days per week
• Identification of:
o SCADA-based projects to address the recommendations for improvement
o Table of recommended projects with timelines that include approximate begin and end dates
o Budgetary costs for the recommended improvements, including:
1. Hardware and software requirements
2. Communication protocols
3. System architecture
4. Alarm management and reporting requirements
5. Cybersecurity and data protection measures
6. Integration with existing systems
• Identify training for SCADA, technicians, operators, and programmers
• Building an inventory of SCADA related infrastructure that includes lifecycles, replacement timelines, and replacement costs.
• Creating a risk and resiliency plan for SCADA system infrastructure based upon current industry best practices and emerging threats.
6. Evaluating potential vendors and their SCADA network hardware and software to ensure compatibility with our needs, including:
• Conducting vendor interviews
• Evaluating vendor references and past performance.
