The vendor is required to provide academic research consultant a multi-state research project examining the role of local disaster recovery and development systems (DREDS) in shaping the effectiveness and equity of community development block grant–disaster recovery (CDBG-DR) funding.
1. Literature review and framework development
• Conduct a comprehensive literature review on local government capacity, disaster recovery systems, and CDBG-DR implementation.
• Produce a literature review report and work with university faculty to develop a conceptual model of local DREDS.
2. Tool development
• Develop a capacity measurement tool (quantitative and qualitative indicators) informed by theory and best practices.
• Pilot and refine the tool for use in the state sites.
3. Research design and data collection
• prepare a research design document outlining sampling strategies, interview and focus group Protocols, and secondary data sources.
• collect data in at least two states and territories, including secondary data and primary qualitative data (interviews with government officials, nonprofits, community leaders).
• Conduct site visits
4. Analysis and reporting
• Analyze quantitative and qualitative data to assess local DREDS capacity and outcomes of CDBG-DR funding.
• Prepare site reports summarizing findings for each locality.
• Draft preliminary findings report for review and feedback.
• Prepare a draft final report for act, incorporating stakeholder feedback and revisions.
• Produce a revised final report suitable for public dissemination.
5. Dissemination and stakeholder engagement
• Develop and present policy briefs and an academic manuscript based on the research.
• support university in preparing presentations for academic and policy audiences, including at least one conference presentation.
• Assist with stakeholder engagement, including presentations to local governments, nonprofits, and act staff.
