- Strategy, organizational and transformation
• Facilitate development of strategies, goals, and performance measures that align departmental operations with citywide strategic plans and initiatives
• Conduct organizational assessments, structure reviews, gap analyses, and current state assessments of administrative functions across departments
• Support enterprise transformation efforts, including cross-departmental service realignment, governance redesign, operating model development, and design shared services models (centralized, hybrid, federated) tailored
• Facilitate service redesign using co-creation, benchmarking, and implementation planning.
• Conduct benchmarking, peer city analysis to inform system transformation recommendations and vendor management support for multi-stakeholder initiatives.
- Performance, process, and service improvement
• Lead process mapping, root cause analysis, and redesign efforts.
• Facilitate workshops and engagements using a variety of process assessments and improvement methodologies.
• Apply design thinking and human-centered design to service delivery.
• Design or refine performance measurement systems and conduct program evaluations.
• Support results-based accountability, data storytelling.
- Innovation and engagement
• Design, facilitate, and deliver inclusive workshops, retreats, interviews, surveys, and listening sessions with staff and community.
• Apply systems thinking, futures tools, and innovation methods to guide transformation.
• Design pilots, prototypes, and test-and-learn experiments.
• Support change management and cross-department collaboration.
