Digital Modernization Advisory and Consulting Services

The vendor required to provide digital modernization advisory and consulting services for include:
- Modernization assessment and business discovery
•    Legacy system inventory and technical assessment: the vendor shall conduct a comprehensive assessment of agency current operational and technical environment and submit a document to support modernization planning and prioritization.
•    Modernization prioritization framework: the vendor shall develop and apply a repeatable prioritization model to identify system candidates for modernization.
•    Identification of low-code and no-code candidates: the vendor shall evaluate and propose low-code and no-code platforms to accelerate delivery and reduce long-term maintenance costs.
- Technical advisory, platform evaluation and architecture
•    LEMS environment assessment: the vendor shall assess the agency current law enforcement message switch (LEMS) environment, including architecture, data max components, integration points, performance characteristics, and security posture, and provide recommendations for stabilization or modernization.
•    Statewide public safety systems: public safety systems to identify modernization opportunities that improve resilience, interoperability, and compliance with public safety technology standards.
•    Platform evaluation for a future-state integration architecture: comprehensive evaluation of modernization platform options and define a future-state integration architecture to ensure interoperability and minimize disruption.
•    Modernization roadmap: develop a multi-phase modernization roadmap including timelines, milestones, resource allocations, dependencies, and budgetary estimates to support agency strategic planning and decision-making.
