RFP Description

The vendor required to provide grant development, strategic thought partnership, capacity building, and project implementation and evaluation. 
- Services include grant proposal development, technical assistance, interdisciplinary research support, and utilization-focused evaluation.
- Requirement:
•    Capacity to deliver the service areas as indicated above. 
•    Include team size, core roles, and availability during peak periods. 
•    Any prior work with other higher education institutions, highlighting strategic planning, technical assistance, or evaluation engagements.
•    Demonstrate your ability to provide a senior researcher based or regularly available in the state area to support on-site data collection.
•    Explain your approach to opportunity scanning, fit assessment, timeline back-planning, and integration with university care and college priorities.
•    Processes for narrative drafting, budget creation, compliance crosswalks, and submission support.
•    Facilitation techniques for strategy sprints, decision framing, and issue analysis; balance constructive critique with capacity building.
•    Your approach to strengthening research methods, project management, and knowledge systems. 
•    Provide sample curricula and materials.
•    Research design, logic models, instrument development, sampling, IRB readiness, data collection and analysis, and utilization-focused reporting.
•    Ensures accessibility and inclusive design across reports, tools, trainings, and web-based materials integral to project deliverables.
•    Estimates hours for discrete tasks and multi-stream projects, the inputs required from university, and your assumptions.
•    Provide your approach to schedule development, milestone tracking, and risk management.
•    The cadence and format of status meetings, progress summaries, and documentation; your collaboration tools and responsiveness standards.
•    Identify key personnel (e.g., principal and lead strategist, senior researcher—on-site, grants specialist, methodologist, project manager, data analyst, communications lead). 
•    Provide resumes and percent allocation.
•    Contingency coverage model for key personnel absences to maintain continuity of deliverables and on-site data collection.
•    Provide examples (or anonymized excerpts) of grant narratives, budgets, strategic plans, research designs, logic models, evaluation plans, data instruments, analyses, and visualizations you have produced.
•    Data management plans (security, privacy, retention, access controls), including how FERPA-adjacent education data and research data management is handled.
•    Familiarity with IRB processes and responsible conduct of research training for staff supporting data collection and evaluation.
•    If proposing hosted solutions or storage, describe environments, backup and DR, encryption, and admin controls; include optional costs.
•    Identify typical risks and your mitigation strategies.
•    Plan for project start-up and wind-down, including transfer of knowledge, files, and documentation to university to support sustainability.
