The vendor required to provide timber management consulting services shall include planning, and administration of timber sales; stewardship of county forest resources; and coordination with landfill operations to protect infrastructure, required buffers, and future development areas.
- Implementation of forest management plan
• Stand evaluation and inventory updates
• Identification of harvest units consistent with landfill cell development, facility issues negotiation network (FINN) buffer commitments, and operational needs
• Recommendations for reforestation species, site preparation, and herbicide treatments
- Timber sale administration
• Delineation and marking of areas to be harvested
• Preparation of sale prospectus and solicitation of bids from qualified timber buyers
• Bid evaluation and recommendation to the county
• Contract administration, load ticket tracking, and verification of quantities
• On-site supervision to ensure protection of:
o Stormwater controls, mud mats and ms4 features,
o Required vegetative buffers.
o Utilize county-provided GIS maps to delineate harvest areas and confirm protection of excluded zones and FINN buffers.
- GIS mapping and property exhibits
• Parcel boundaries and total ownership
• Estimated timbered acreage
• Known exclusion areas (landfill cells, buffers, stormwater features, utility corridors, and access roads)
• Areas anticipated for near-term cell development or clearing.
