RFP Description

The Vendor is required to provide to support a comprehensive procurement transformation initiative.
- Use Artificial Intelligence (AI) tools to assist in the development of proposal materials; however, any content that is generated, substantially drafted, or derived through the use of AI must be clearly identified within the proposal.
- Identify quick wins (0–90 days), foundation build (3–9 months), and institutionalization milestones (9–18 months), including measurable success criteria.
- Define KPIs (e.g., cycle time, compliance checkpoints met, stakeholder satisfaction, percent of spend under policy, SME training completion) and explain how performance will be measured, reported, and used to support continuous improvement.
- Identify risks (e.g., competing campus priorities, system limitations, staffing constraints) and provide mitigation strategies along with recommended steering-committee cadence.
- General marketing content should be kept to a minimum so that time is used to address the College’s requirements and the proposed technical approach.
- Ability to articulate training, SME model, communication strategy, and transition support
- Leadership presence, alignment between team members, ability to answer questions cohesively
- Clear, accessible communication suitable for faculty, staff, administrators, SMEs, vendors, and leadership
- To improve compliance, efficiency, transparency, and overall service quality, the College is undertaking a comprehensive procurement transformation that will establish clearer governance, strengthen institutional controls, and enhance the end-to-end purchasing and contracting experience.
- This effort represents a high-visibility, College-wide initiative that will directly impact how departments engage in procurement and contract management. Effective and transparent communication throughout all phases of the project is essential to ensuring understanding, alignment, and successful adoption across the institution. The Offeror must prioritize proactive communication, stakeholder engagement, and clear messaging as a core component of all work performed.
- Establish a network of designated SMEs who are authorized to perform defined procurement activities on behalf of Procurement, contingent upon completing vendor-developed training and meeting minimum competency standards, and who will operate in alignment with approved policies, procedures, and guidelines while Procurement retains final decision-making authority.
