RFP Description

The Vendor is required to provide as-needed Real Estate consultant services related to real estate financial analysis, valuations, appraisals, market and economic impact analysis, brokerage and property management services, and other related real estate consulting services in support of the District’s objectives and goals.
- Create annual cash flow of revenues and expenses projections and development/operating pro formas for District owned assets;
- Develop building cost projections based on current industry benchmarks and data;
- Perform Internal Rate of Return (IRR) and Net Present Value (NPV) calculations;
- Recommend which discount rates, capitalization rates and rates of return each analysis may require based on current market conditions and industry standards;
- Create letter reports analyzing tenant pro formas and project feasibility;
- Analyze and evaluate (re)development costs and rates of return;
- Perform market analysis, including but not limited to, foot traffic, comparable properties, sales metrics, and other relevant indicators to assess asset performance, potential and highest and best use;
- Prepare cost budgets for District funded projects;
- Develop fiscal and economic impact studies of different industry projects or tenants;
- Prepare written reports and recommendations as requested; meet with District staff to review findings; and other related services as needed;
- Assist with background checks, credit checks, and other due diligence research;
- Assist staff with oversight and review of tenant improvements and construction projects;
- Advise staff on matters related to construction financing, feasibility and loan structuring;
- Perform traffic analysis and advise staff on appropriateness of traffic plans;
- Provide brokerage services for District owned leaseholds;
- Provide third party property management services for District owned leaseholds;
- Prepare condition assessments and provide estimated cost for repairs and maintenance of leasehold improvements;
- Assist with developing new marketing opportunities; and
- Comprehensive economic and industry-specific reports and forecasts to facilitate accurate revenue budget projections.
