The Vendor is required to provide to design a business fee assistance pilot program that supports business attraction, expansion, and retention in high impact industry sectors.
- These sectors may include, but are not limited to:
• Advanced manufacturing
• Med-tech
• Semiconductors and microelectronics
• Precision manufacturing
• Aerospace
• Clean and alternative energy
• Healthcare and life sciences
- Requirement:
1. Project planning and kickoff
• Meet with an interdepartmental project team to define scope, goals, and success metrics
• Confirm project schedule and deliverables
• Identify internal processes and departments involved in fee collection and permitting
2. Industry analysis and benchmarking
• Conduct analysis of city industry landscape to validate priority sectors
• Evaluate best practices and lessons learned from other cities that offer fee assistance programs or similar business incentive programs
• Identify program models that support equitable business development and workforce alignment
3. Program design
• Develop a detailed pilot program structure, including:
o Eligibility criteria based on sector, business size, location, job creation, etc.
o Scope of eligible fee waivers (e.g., plan check, building permits)
o Scope of additional business-related incentives
o Application and review process
o Local hiring or workforce training commitments
o Job creation minimums (if applicable)
o Fiscal safeguards (e.g., caps per applicant, annual limits)
4. Implementation plan
• Develop a comprehensive plan for program rollout and administration
• Define interdepartmental coordination processes
• Recommend tools for internal tracking and reporting
• Propose outreach and marketing strategy to reach target industries, especially in disinvested areas.
