The Vendor is required to provide oracle fusion data analytics and risk management implementation partner services for the implementation of two distinct software modules.
• Oracle fusion AI data platform (AIDP): deploy a unified analytics platform that integrates data across finance and HR to provide real-time KPIs and predictive insights.
• Oracle risk management and HCM advanced controls: automate segregation of duties (sod) monitoring, automate continuous monitoring of high-risk transactions and activities, and centralize the district’s internal control framework within oracle risk management, and linking risks to specific mitigating controls.

1. Standard implementation
• Initial install and configuration of AIDP modules for ERP and HCM
• Functional areas to include all delivered subject areas for oracle financials and HCM pillars including but not limited to general ledger (GL), procurement, accounts payable, accounts receivable, budgetary control, cash management, employee expenses leases, ppm, fixed assets, payroll (including payroll distribution), talent acquisition, benefits, compensation, time and labor, supply chain execution, and all common subject areas.
• Validate AIDP data - perform data validation between oracle cloud applications and AIDP for each applicable subject area and establish a process for periodic (daily) validation.
• Identification of data gaps and needed enhancements (not already identified in the non-standard data section below)
• Solutioning and correcting these identified gaps is out of scope work for this phase of the engagement.
• Implement automation of data refresh for all data areas on a daily basis.
• Oracle driven data - to ensure data integrity and long-term viability, the solution must feature a direct linkage to our oracle ERP system and utilize a flexible data architecture that adjusts to reflect organizational restructures and changes in hierarchy without manual reconfiguration.
• Implement security model for phase 1 users with read only access to all delivered and augmented data

• Review of delivered content including dashboards, KPIs, workbooks, and other applicable delivered content
• Best practices for managing and organizing content including catalog and folder structures and use
• Modifying delivered content for specific use case scenarios

• Staffing and FTE: budgeted versus actual headcount and vacancy salary savings.
• Drill down: roster including vacancy and hiring status
• Grant project life cycle: budget, actuals, available spend, burn rate, days of expiration,
• Compliance alerts: visual flags for grants with >25% budget remaining and
• Adjustments: vendor must provide a documented data reconciliation framework that proves the logic used to exclude redundant GL entries against ppm/AP/AR sub-ledger data.

• Data validation: logic to filter GL journal sources (manual and spreadsheet) to ensure zero duplication with ppm-sourced data.
• Security: data level security (DLS) to ensure principals and managers’ only access data for their assigned school(s).

• Executive budget oversight: district-wide budget vs. actuals (BVA) at the appropriation level, including total budget, current expenditures including actuals and encumbrances, remaining balances and forecasts.
• Workforce and talent analytics: comparison of budgeted FTE vs. actual headcount, including vacancy tracking and associated salary savings.
• Grant portfolio management: holistic view of grant lifecycles, tracking burn rates and available spend across all active awards.
• Strategic compliance alerts: automated visual flags for high-risk financial areas, specifically focusing on large grants with significant unspent balances and nearing expiration dates.
• Consolidated financial adjustments: inclusion of manual GL journal entries with logic to prevent data duplication between sub-ledger and general ledger feeds.
2. Technical requirements (oracle AIDP and OAC)
• Multi-pillar data integration: seamlessly join AIDP subject areas including financials (GL, AP, and AR), projects (ppm), and workforce core (HCM).
• Advanced calculated metrics: development of custom formulas for district burn rate, FTE variance, and grant expiration aging.
• Data integrity logic: custom validation logic to filter GL journal sources (manual and spreadsheet) to ensure zero duplication with ppm-sourced data.
• Executive data security: implementation of data level security (DLS) to ensure cabinet members access data relevant to their specific divisions.

1. Functional requirements
• Beginning balance: inception-to-date carryforward.
• Revenue recognition: earned income from the ppm - projects revenue module.
• Outflows and inflows: AP payments and refunds and miscellaneous AR receipts.
• Adjustments: AR write-offs and manual GL journal entries (filtered to prevent double-counting of sub-ledger feeds).
• Ending balance: calculated net position of the award.
2. Technical requirements (oracle AIDP and OAC)
• Data integration: join multiple AIDP subject areas
• Calculated metrics: implementation of custom OAC formulas for burn rate %, days to expiration, and cumulative net activity.
