The Vendor is required to provide to assemble and assess qualified consulting firms with demonstrated expertise in community survey work and strategic planning to develop a comprehensive five-year strategic plan.
- The plan shall reflect community needs, strengthen library services, and align governance, operations, and resources with agency mission, vision, and long-term sustainability goals.
- Organizational and Environmental Assessment
• Review existing agency strategic documents, operational plans, financial data, service models, and community demographics.
• Assess current strengths, gaps, risks, and emerging opportunities.
• Identify trends impacting public libraries and comparable public entities.
- Instrument Design and Community Engagement
• Be conversant with professional instrument design methodologies, including surveys, focus groups, interviews, and engagement tools.
• Recommend and develop appropriate queries aligned with agency strategic objectives.
• Design statistically sound and methodologically defensible survey instruments.
• Describe how survey questions are structured to minimize bias and maximize actionable insight.
• Demonstrate the ability to design and implement representative sampling methods that include both current library users and non-users.
• Describe how the firm would approach surveying a community of approximately 400,000 residents.
• Provide a sampling methodology that includes outreach strategies for underrepresented populations.
• Implement both qualitative and quantitative data collection methods as appropriate.
- Data Analysis and Strategic Synthesis
• Analyze qualitative and quantitative data using appropriate statistical and thematic methods.
• Assist the library in assessing the data, identifying conclusions, and translating findings into strategic direction.
• Sort findings into clearly defined themes, priorities, and strategic implications.
• Translate results into actionable strategies, measurable goals, and realistic initiatives.
- Governance and Organizational Alignment
• Engage agency leadership and the Board of Trustees throughout the process.
• Support governance best practices.
• Ensure alignment of strategic priorities with staffing, facilities, technology, and financial resources.
- Implementation and Project Management
• Develop a clear implementation roadmap with timelines and KPIs.
• Provide a detailed project approach, timeline, and communication plan.
• Identify project team members and roles.
• Maintain schedule and budget control throughout the engagement.
