The Vendor is required to provide supportive housing consulting services which includes plan reviews and technical advisory services.
- Sufficient staff available to meet time requirements for different stages of the Application Review process.
- Current supportive housing services programs for, but not limited to, Homeless, Special Needs, and non-Special Needs populations in affordable housing, including funding sources, supportive service budgets, best practices, and emerging trends,
- Homeless Management Information Systems,
- Homeless Data Integration System,
- Writing, reviewing, and evaluating supportive services plans for both special needs and general affordable multifamily projects,
- Multifamily supportive services plans that relate to homeless services, youth advocacy, social worker/clinician roles, crisis intervention, trauma informed care, or other areas that relate to behavioral sciences,
- Affordable and special needs housing operations and management,
- Accessibility and reasonable accommodation needs of homeless and special needs populations, and
- Best practices in monitoring supportive services within a housing context, including the Housing First model.
- Review the social service component of funding applications, including the service plan, service budget, and property management plan, of each application that was submitted in accordance with the approved review and ranking procedures,
- Provide a written narrative report to the agency for each application, using forms provided or developed for each application round,
- Social services budgeting, funding, and monitoring; collaboration with other agencies in the provision, funding, and monitoring of social services for affordable housing tenants;
- Identification and/or refinement of Special Needs target populations, supportive service coordination costs, supportive services for Veterans, Project-Based Vouchers, fair housing and accessibility, and other related issues;
- Supportive service plan performance evaluation;
- Conduct or contribute to special studies, training, or surveys.
