The Vendor is required to provide low-income housing tax credit consulting services.
- Services will be provided on an as-needed basis through individual task authorizations.
- Services include:
• Coordinate submission of all post-award documentation required by agency asset management division, including carryover allocations, placed-in-service documentation, and cost certification support.
• Coordinate preparation and submittal of all agency required construction status reports.
• Monitor construction and development activities to ensure compliance with agency deadlines, design commitments, accessibility requirements, and affirmative marketing requirements.
• Coordinate lease-up compliance, including tenant eligibility verification, income certifications, rent limits, and minimum set-aside requirements.
• Prepare and submit all required agency asset management and compliance reports, including annual owner compliance reports, financial statements, and tenant data submissions.
• Coordinate responses to agency compliance reviews, file audits, and physical inspections, including preparation of corrective action plans as needed.
• As requested, serve as primary liaison with agency asset management Division for all post-award compliance matters, including responding to deficiency notices and resolving compliance issues.
• Research and prepare 9% Housing Tax Credit (HTC) applications to agency for division development projects.
• Such preparation will include initial and updated checklists for completion of each application; coordination with division, the architect, and other required consultants for preparation of the application; preparation of all required maps and data (neighborhood organizations, crime statistics, other HTC sites in the area, etc.); with the exception of legal documents (such as ground leases) and documents requiring third party signatures, preparation of all documents requiring signatures of division staff members and its affiliate entities; notification of elected officials; coordinate and prepare documents as requested by division for submission to the City for agency required resolutions; and timely completion of each application and submission to agency.
• Continue to be division primary contact with agency throughout the application process, responding to any deficiency notice and other questions, until the Determination Notice is approved by the agency Board.
