The Vendor is required to provide disaster recovery consulting services to support response, recovery, and mitigation efforts in compliance with applicable federal and state regulations.
- Providing comprehensive disaster recovery, grant management, and consulting services to support the city’s response, recovery, and mitigation efforts.
1. General program management
• Conducting research and providing expert guidance to city management
• Providing technical and legal advisory services related to disaster recovery and mitigation
• Reviewing contracts to ensure compliance with federal procurement standards
• Reviewing and developing project worksheets (PW)
• Assisting with project applications, including alternate, improved, and hazard mitigation projects
• Identifying project eligibility in accordance with applicable regulations, including 2 CFR part 200
• Providing consultants, specialists, and subject matter experts to support response, recovery, and administrative functions
• Conducting briefings for executive-level staff on federal and state disaster programs
• Ensuring compliance with all applicable federal and state regulations, including but not limited to 2 CFR part 200.
2. Public grant administration services
• Strategic planning for maximizing reimbursements
• Cash flow management and financial analysis
• Development and submission of required reports
• Data management and recordkeeping
• Development of standard operating procedures (sops)
• Development of training manuals (video and written/pdf formats)
• Training city staff on grant compliance and program requirements
3. FEMA public assistance (pa) and hazard mitigation assistance (HMA) services
• Providing technical and legal assistance as requested by the director.
• Technical assistance may involve, but will not be limited to legal, engineering, and architectural support.
• Reviewing all data and supporting documentation to determine whether costs appear eligible and are adequately supported.
• Assisting in identifying, developing, and evaluating opportunities for hazard mitigation projects to reduce or eliminate risk from future events.
• Preparing hazard mitigation proposals, grant applications, benefit-cost analysis, and other services related to hazard mitigation grant program, pre-disaster mitigation, flood mitigation assistance and other mitigation programs.
• Preparing conceptual repair and mitigation estimates that may assist with FEMA funding obligation.
• Such estimates may include the cost to implement an exact replacement, repair versus replace comparisons, etc.
4. State and federal disaster recovery compliance and support services
• Program troubleshooting and policy interpretation
• Pre-disaster planning and preparedness
• Damage assessments and cost estimating
• Project application processing and eligibility determination
• Insurance coordination, including policy review and claim support
• Negotiation support with insurance providers (with city approval)
5. Disaster cost recovery grant administration and financial management services
• Strategic planning for maximizing reimbursements.
• Long-term project and grant management.
• Pre- and post-disaster financial documentation, including cash flow management and cost benefit analysis.
• Identification of alternative sources of funding.
• Assistance during the audit process.
• Support during the appeal process.
• Management and support during the grant closeout process.
6. Data management and technology requirements
• Allow efficient retrieval and review of documentation
• Support all phases of disaster recovery, including project worksheet (pw) development, grant management, and closeout and audit phases of the disaster recovery process.
• Provide accessible formats for city personnel.
