The Vendor is required to provide advisory services for include:
1. Research and policy analysis:
• Provide evidence-based analysis and recommendations relevant to land use, conservation, housing, economic development, and energy siting.
• This includes comparative assessments of domestic and international land-use frameworks and fiscal and land-financing models (e.g., land value capture, conservation funding, infrastructure financing, and public finance strategies).
2. Legal and institutional advisory:
• Advise on state land-use law, regulatory frameworks, zoning, conservation law, municipal finance, property tax, and land value capture mechanisms, and how existing state and local law may need to evolve to support strategy goals.
3. Cross-sector integration support:
• Work with the four topical work groups and the integration team to synthesize findings, identify trade-offs and synergies across sectors (e.g., conservation vs. housing vs. economic development), and provide integrated policy recommendations to the project management and steering committees.
4. Facilitation and capacity building:
• Provide support (discussions, briefings, memos) that help the strategy project team and state leadership to understand and apply complex land-policy, fiscal, and legal concepts.
5. Long-term strategy and implementation advice:
• Offer guidance on aligning land use policy proposals with funding mechanisms, fiscal sustainability, land-based financing tools, and governance models to support durable implementation of strategy policies.
6. Documentation and reporting:
• As needed, deliver policy briefs, equity assessments, scenario analyses, and final recommendations in both technical and stakeholder-friendly formats.
