The Vendor is required to provide project management, technical guidance, and document development support for the township’s annual budget document, with the goal of producing a high-quality budget book and achieving the government finance officers association distinguished budget presentation award.
- Responsible for development of the underlying budget data.
- The consultant will work collaboratively with Township staff and departments to develop, refine, and organize budget content, and provide guidance, structure, and production support for the final budget document.
- Consultant will provide project management support, technical expertise, and best practice guidance throughout the process, culminating in the preparation and submission of the Township’s annual budget document for agency award consideration.
- Goals
• Develop a budget document that meets or exceeds all criteria required for the government finance officers association distinguished budget presentation award
• Provide overall project management of the budget book development process, including timeline creation, milestone tracking, and coordination with township staff
• Improve the clarity, transparency, and usability of the township’s budget document for residents, elected officials, and internal stakeholders
• Enhance the presentation of financial, operational, and strategic information through effective organization, narratives, and visual elements
• Ensure the budget document aligns with agency best practices, including policy documentation, financial summaries, performance measures, and long-term planning components
• Streamline and standardize budget content across departments to ensure consistency and accuracy
• Provide guidance and templates to township staff to support long-term sustainability of the budget document process
• Assist with final review, formatting, and submission of the budget document to agency within the required 90-day timeframe following adoption
- The selected firm will:
• Develop and manage a project timeline aligned with December 2026 budget adoption and the 90-day agency submission deadline
• Conduct regular meetings with township staff, beginning as early as June 1, 2026, at a frequency proposed by the consultant
• Review existing budget materials and perform a gap analysis against agency award criteria
• Provide guidance to ensure compliance with agency requirements and best practices
• Assist with the development, editing, and standardization of budget content and narratives
• Enhance overall document organization, formatting, and visual presentation, including development of charts, graphics, and other visual elements
• Conduct iterative draft reviews and provide feedback to ensure accuracy, completeness, and quality
• Prepare a final, print-ready budget book and all supporting materials required for agency submission
• Assist with final submission of the budget document to agency
• Provide templates, tools, and recommendations to support long-term sustainability of the budget document process.
