The Vendor is required to provide grant administration and environmental review services for include:
• Draft and review public notices to be published for future procurement publications and environmental review noticing, necessary.
• Review current policies and assist with drafting updates to all necessary policies that are required under the community development block grant – disaster recovery (CDBG-DR) program to ensure compliance.
• Assist with preparation of procurement documents for the infrastructure project to include, but are not limited to, 1) advertisement; 2) solicitation; 3) independent cost estimates; etc. to ensure all necessary CDBG-DR program requirements are incorporated
• Prepare and compile a list of minority and women business enterprise (MBE/WBE) firms.
• Assist with drafting and reviewing financial records related to project activities ensuring invoices are correct and following the proper procedure for submittal.
• Assist with conducting a fair housing activity.
• Provide additional support and technical assistance with any pre-bid conference, bid opening, or preconstruction meeting conducted.
• Assist with maintaining project files to ensure all required documentation is readily available, if additional information is requested.
• Attend meetings and provide progress reports on project activities.
• Prepare documentation for and participate in monitoring and site visits conducted by state commerce.
• Assist with coordination and compilation of information to provide detailed monthly and quarterly reports due to state commerce.
• Develop a citizens’ complaints log, that can be used and assist with coordinating and responding to complaints.
• Coordinate and assist with drafting any modification requests needed for the project agreement
• Assist with the preparation and submittal of responses to monitoring findings and concerns to state commerce or HUD.
• Assist with the completion of the infrastructure project closeout documents, which may include but are not limited to, 1) the engineer’s certification of completion, 2) grant closeout package completed, 3) project’s performance measures, and 4) section 3 information and documentation.
