The Vendor is required to provide the prospective risk management program assessment and support consultant will need to be willing to work with the City.
- Within these three program areas, we will provide for facility rentals; maintain public spaces like parks, school grounds, beaches, and facilities like play courts and ball fields; and support special events, put on youth programs like summer camps, and facilitate athletic programs.
- Help customize a safety manual that addresses traditional safety topics encountered in a municipal recreation and parks program.
- Help facilitate and support the Safety Action Committee directives.
- Discovery and Baseline Assessment
• Developing a comprehensive understanding of the breadth, structure, and delivery of programs offered by the department, including seasonal, afterschool, and special event programming.
• Meeting with key departmental leadership and operational staff to introduce your team, establish lines of communication, and understand roles, responsibilities, and current operational challenges.
• Identifying and documenting program locations, facilities, and third-party partnerships (e.g., vendors, instructors, leagues) that may impact risk exposure.
• Developing a baseline inventory of existing safety, risk management, and loss prevention processes, including policies, procedures, and informal practices currently in use.
- Analysis & Recommendations
• Analyzing information gathered during stage one to identify key risk themes, operational vulnerabilities, and inconsistencies across programs, facilities, and staffing models.
• Benchmarking current practices against industry standards and peer municipal recreation departments to identify gaps and opportunities for improvement.
• Assessing the adequacy and consistency of current policies, procedures, and documentation.
• Reviewing staff training frameworks and recommending enhancements to ensure consistent onboarding, safety awareness, and role-specific preparedness.
• Identifying opportunities to strengthen oversight of third-party vendors, instructors, and partner organizations, including insurance requirements, contracts, and performance expectations.
• Developing standardized safety protocols and operational guidelines that can be applied consistently across programs and facilities.
• Recommending improvements to incident reporting, documentation, and communication processes to support timely response and better data tracking.
• Supporting and helping facilitate a recreation & parks department safety action committee. Support will include attending meetings, providing technical guidance on issues raised, and helping prioritize actionable items.
• Providing targeted staff training sessions where needs are identified by the safety action committee or through the risk assessment process.
• Assisting in the development of a formal, written department safety manual, consolidating policies, procedures, and best practices into a consistent, user-friendly document.
• Partnering with department leadership and staff to implement prioritized recommendations identified in stage two, with an emphasis on practical, sustainable execution.
• Establishing an ongoing advisory relationship to provide guidance on emerging risks, operational changes, and new program initiatives.
• Supporting the continued work of the safety action committee, including regular meeting participation, progress tracking, and refinement of safety priorities.
• Assisting with the rollout, adoption, and periodic updating of the department’s safety manual, ensuring it remains current, relevant, and aligned with best practices.
• Providing ongoing staff training and refresher sessions to reinforce safety protocols, risk awareness, and compliance requirements.
• Monitoring and evaluating incident data, claims activity, and near-miss reporting to identify trends and recommend continuous improvements.
• Conducting periodic program and facility safety reviews to ensure consistency in application of policies and procedures across operations.
