The Vendor is required to provide efficient parking management operations that provide a safe and positive parking environment for customers, as well as support and strengthen the transit-oriented development (TOD), urban center, and place making goals of the aurora community.
- Parking management will achieve the mission by being:
• Customer-focused
• Self-sustaining (the long-term goal)
• Financially accountable
- Manage and administer:
• A comprehensive parking enforcement program.
• The city’s off-street parking facilities, as assigned.
• A comprehensive residential parking permit program.
• A citation collection and adjudication program.
• A comprehensive PARCS management solution.
• Pay station/revenue collection equipment and payment solutions.
• A professional full-service customer-focused operation.
• The city’s public bike locker program.
- On-Street Parking – operate, enforce, and maintain:
• Aurora Light Rail Station Areas
• Neighborhood Parking Permit (NPP) Districts
• Time Restricted Parking Zones
• Managed Parking Zones
• Special Parking Permit Zones
• Residential Neighborhood parking areas
- Off-Street Parking – operate, enforce, and maintain:
• Iliff Station Parking Garage
• Aurora Municipal Center Campus Parking Facilities
• Other City owned/operated parking facilities (where applicable)
• “Original Aurora” Off-Street Parking Facilities (where applicable)
• Secure Public Bike Locker/Storage Facilities
• Other Parking Facilities under City management &/or associated with public-private partnerships
- Permit Issuance - issue, enforce, and maintain:
• Neighborhood Parking Permits
• Commuter Parking Permits
• Off-Street Facility Monthly Parking Permits
• Employee Parking Permits
• Special Event Parking Permits
• Special Needs Parking Permits
- Parking Enforcement – operate, maintain, and manage:
• Patrol, investigate, and issue citations to all non-moving unlawful parking violators within the city
• Immobilize eligible vehicles per established city code and business rules (if applicable)
• Coordinate tow eligible vehicles with police per established city ordinance and business Rules
- Salary costs for the Project Manager and wages for all other approved employees according to classification directly supporting this Agreement.
- Other approved categorized operating expenses as allowed by this Agreement, may include, but are not limited to:
• Security services
• Off-Duty Police Officers (currently not applicable)
• Uniforms, excluding pants and footwear
• Ticket inventory for revenue access control system(s) (currently not applicable)
• Telephone (manger/supervisor cellular phones)
• Postage
• Transponders, hang tags, or other approved devices used to manage access and monthly parkers.
• On-site office equipment and supplies
• Receipt paper roll inventory for revenue control system(s)
• Parking access control equipment repair and preventative maintenance
• PCI compliance, Payment systems repair, and preventative maintenance
• Armored car service (currently not applicable)
• Enforcement equipment, supplies, and services
• Motor vehicles for enforcement services (currently not applicable)
• Audit supplies or services
• Cleaning and janitorial equipment and supplies
• Power washing, sweeping, and scrubbing
• Snow and ice removal services and resources
• Trash and graffiti removal
• Striping (line painting) and curb painting
• Signage
• Signage installation, maintenance, and repair
• Bank charges and credit card fees
• Licenses and permits
• Advertising and marketing supplies and services
• Authorized customer refunds
• Authorized itemized miscellaneous expenses
• Insurance premiums established by Contractor required under this Agreement and only specifically allocable to this Agreement
• Authorized utility charges (currently not applicable)
• Electric vehicle (EV) charging stations, maintenance, and repair
• Itemized “Miscellaneous Expenses” not included in the annual budget must be approved in advance, in writing, by the Manager
• Management fees
