The Vendor is required to provide professional consulting services for the assessment, evaluation, and justification of rates associated with solid waste cost-of-services
-¬ Expertise in financial analysis, rate development, benchmarking, regulatory compliance, cost allocation, and operational assessments to support the City in evaluating current rates and developing defensible, data-driven rate justification methodologies and recommendations.
- Review and assess the City’s existing operational collection methods for the City’s landfill, residential, commercial, and recycling, and related services specification, standards, and cost.
- Perform an operational assessment to include an associated rate analysis (including a comparison to at least three (3) other cities of similar size and operations), and rate forecasting (5 years).
- Perform operational assessment of collection methods true cost of services for the City’s landfill, residential collection, commercial collection, and recycling. Calculations, assessments, and analysis must be included for the following:
• Landfill Cost-of-Service
• Landfill Gas System
• Residential Collection Cost-of-Service
• Commercial Collection Cost-of-Service
• Recycling Cost-of-Service
• City Programs and Overhead
- The Consultant shall develop a dynamic financial model that can be utilized by the City for ongoing planning and analysis to support future decision-making.
• The model must include a multi-year financial forecast, typically covering a 5- to 10- year planning horizon.
• The model shall support scenario analysis to evaluate the impacts of potential changes in contract terms, inflation, regulatory requirements, and recycling market conditions.
• The tool must be adaptable, user-friendly, and capable of being updated by City staff to reflect changing conditions over time.
• The model must evaluate equity across all customer classes to ensure rates are costbased, fair, and defensible.
• The analysis shall include consideration of airspace value as part of the overall financial and rate structure assessment.
• The tool must be adaptable and maintainable by City staff to support future updates and continued use.
