The Vendor is required to provide technical consultant proficient in radiation safety and knowledgeable in low-level radioactive material handling and disposal practices to provide compliance assurance services of the clean harbors deer trail facility (CHDT).
- Requirement:
• Assessing CHDT radiation-related operations for compliance with all applicable regulations, license standard operating procedures, and conditions of the cd issued by the county
• Reviewing cd-required reports from CHDT for compliance with the expectations of the cd.
• Familiarization of the cd, license, baseline technical assessment, act permit, and compact board permit.
• Evaluating low-level radioactive waste (LLRW) acceptance schedule and associated documentation for compliance with acceptance criteria per the county-issued cd.
• Scheduling site visits with CHDT to observe waste acceptance practices and sampling.
• Schedule must be coordinated with the CHDT radiation safety officer (RSO).
• Reviewing waste acceptance paperwork relevant to observed waste acceptance at the facility.
• Obtaining all documents and reports from CHDT necessary to assess facility compliance with amended cd conditions pertaining to LLRW.
• Providing written summary reports to the county project manager each month regarding the amounts and types of LLRW disposed; adherence to waste acceptance procedures, sampling and monitoring protocols; and, any identified issues and potential corrective actions needed.
• Communicating with CHDT’s RSO and facility manager to address problems or concerns observed during site visits or during review of provided documentation.
• Reviewing all aspects of each annual technical evaluation conducted by CHDT for concurrence with stipulations and terms of the cd and license.
• A written summary and assessment of the annual technical evaluation to the county project manager.
• Ensuring receipt from CHDT, for review, all correspondence concerning the act permit, license, or compact board designation between CHDT, department, and the compact board.
• Attending quarterly CHDT meetings as specified in the cd and documenting issues or concerns within subsequent monthly reports to the county project manager.
• Evaluating CHDT applications for amendments to the cd, as necessary, and providing written comments on the substance of such application to the county project manager.
• Assessing CHDT applications for license renewal for proposed changes that are not in conformance with the terms and stipulations of the cd.
• Reviewing relevant department compliance advisories issued to CHDT and providing an assessment of any associated cd compliance issues.
• Attending briefing meetings with the county's board of county commissioners on an "as needed" basis.
• Coordinating ongoing meetings with county project manager, as needed.
