The Vendor is required to provide capital project execution advisory services on an as-needed basis.
• Advise city leadership and designated staff on capital project execution strategy, implementation priorities, and coordination needs.
• Review existing project documentation, including project plans, schedules, budgets, agreements, and related materials, to assess project readiness and identify gaps, risks, or unresolved issues.
• Recommendations regarding governance, roles, decision-making processes, reporting structure, and project controls.
• Review and analyze project budgets, funding plans, cash flow assumptions, schedule impacts, and related financial considerations.
• Conduct risk assessments and recommend mitigation strategies related to scope, budget, schedule, procurement, staffing, stakeholder coordination, or external requirements.
• Assist the city in evaluating project delivery methods, procurement packaging, sequencing options, and other implementation approaches.
• Support development of decision-support materials, executive briefings, action logs, compliance tools, and other project management or reporting documents.
• Facilitate coordination among city departments, consultants, contractors, partner agencies, and other stakeholders, as requested.
• Other related capital project execution advisory services as authorized by the city within the general scope of this solicitation.
• Deliverables will vary by assignment but may include readiness assessments, risk summaries, financial analysis memoranda, governance recommendations, delivery strategy evaluations, executive briefing materials, compliance matrices, action trackers, and status reports.
• The consultant shall provide services using personnel experienced in complex public-sector capital project delivery, project governance, capital finance, risk management, and executive advisory support.
• The consultant must coordinate with the city’s designated representative and provide clear, timely, decision-oriented work products appropriate for municipal use.
• The city will provide available documents, access to appropriate staff, and overall direction for the work.
• This structure is consistent with the source document’s expectation that the city provides documentation and oversight while the consultant functions as an extension of city leadership.
