The Vendor is required to provide professional District Manager services for the operation, administration, regulatory compliance, financial oversight, maintenance coordination, and management of the District’s utility systems and related public infrastructure.
- The District operates critical public infrastructure including power generation systems, culinary water systems, wastewater lagoon systems, utility billing operations, fuel storage systems, and related public utility assets.
- Provide seeks to retain a qualified professional or professional services firm to oversee and coordinate utility operations, infrastructure maintenance, financial management, customer service coordination, regulatory compliance, capital improvement planning, board support, emergency response coordination, and long-term operational planning.
- Utility Operations Management
• Oversee daily operation and monitoring of generators and the electric distribution systems, water systems, wastewater systems, fuel systems, and related utility infrastructure.
• Coordinate inspections, maintenance, repairs, troubleshooting, and contractor services for utility systems and district facilities.
• Monitor generators, power plant systems, SCADA systems, wells, pumps, tanks, transformers, switchgear, fuel systems, and related infrastructure.
• Coordinate routine and emergency operational responses involving electric, water, wastewater, fuel, and solid waste systems.
• Assist in the development and implementation of preventive maintenance programs.
• Monitor utility system performance and identify operational deficiencies or infrastructure needs.
• Coordinate utility infrastructure inspections including water systems, sewer systems, transformers, hydrants, valves, power distribution systems, and associated facilities.
• Coordinate and oversee utility-related field work and specialty contractor services.
- Regulatory compliance and reporting
• Ensure compliance with all applicable local, state, and federal regulations governing utility operations.
• Coordinate and complete required compliance reporting for water, wastewater, electrical, fuel, environmental, OSHA, and public utility requirements.
• Maintain required operational certifications and coordinate continuing education requirements.
• Coordinate inspections with state and federal regulatory agencies.
• Prepare and submit operational reports, water use reports, compliance documentation, and other required filings.
• Coordinate safety programs, safety meetings, and compliance training.
• Maintain records associated with inspections, operations, maintenance activities, certifications, and compliance reporting.
- Administrative and financial
• Perform administrative duties include budgeting, financial reporting, billing issue coordination, forecasting, audits, and operational expenditure oversight.
• Review utility billing discrepancies, delinquent accounts, operational expenses, and infrastructure-related costs.
• Prepare annual budgets, capital improvement plans, and long-term infrastructure forecasts.
• Prepare financial statements and operational reports.
• Coordinate with auditors, accountants, engineers, attorneys, and consultants regarding district operations and financial matters.
• Assist in identifying and pursuing grants, loans, and other funding opportunities.
• Coordinate procurement activities, vendor relationships, contractor oversight, and operational purchasing.
- Board and public support
• Prepare for, setup, attend and participate in board of trustees meetings.
• Prepare manager reports, operational updates, project summaries, and related materials for board review.
• Produce and publish public notices and meetings.
• Provide recommendations to the board regarding infrastructure improvements, operational priorities, policies, budgeting, and capital planning.
• Respond to customer, resident, contractor, and vendor inquiries in a professional manner.
• Coordinate with property owners and developers regarding utility hookups, utility requirements, excavation agreements, and related district policies.
• Maintain professional communication with residents, regulatory agencies, contractors, consultants, and district stakeholders.
