The Vendor is required to provide consultants interested in providing state-level intergovernmental consulting services for the 2027 state Legislative Session.
- The consultant will assist the City in monitoring, analyzing, and advocating on legislative and regulatory matters before the state Legislature and state agencies.
- The City prefers city-based, small-business consultants with demonstrated expertise representing governmental entities.
- Proactive Legislation
• Identify and develop strategies for proactive legislation in coordination with IGR
• Draft legislation and secure authors, sponsors, and co-sponsors
• Advocate City positions to elected officials, staff, and other decision-makers
• Brief the Governor, Lt. Governor, Speaker, and legislative leaders
• Identify witnesses and prepare strategies for committee hearings
- Adverse and Filed Legislation
• Monitor filed legislation and identify bills adverse to the City
• Develop and implement strategies to defeat adverse legislation or amendments
• Prepare witnesses for committee testimony and brief committee members
• Coordinate floor action and develop grassroots support
• Engage the Governor’s staff to secure appropriate executive action
- General Services
• Maintain working relationships with the Houston delegation and other legislators
• Represent the City at legislative functions in city as needed
• Assist with regulatory matters before state agencies
• Maintain a written bill-tracking system throughout the legislative session
• Provide regular status reports to IGR
• Disclose and manage conflicts of interest in good faith
