The Vendor is required to provide professional consulting and advisory services for include:
1. Project based voucher (PBV) technical assistance and training:
• Review of PBV policy in the administrative plan;
• Review of PBV processes, workflows and forms;
• Report out on efficiency improvements, streamlining opportunities, form updates;
• Review of PBV contracts for compliancy;
• Update policy, processes and forms;
• Conduct assessments of PBV team;
• Landlord recruitment and education (details to be determined);
• TA with VASH award implementation; (8 hours)
• Training staff on changes, as needed; and
• On-call ta, as needed by HACC.
2. Low income public housing (LIPH) asset repositioning analysis:
• Review and analyze current PNAS
• Review of the state QAP
• Analysis of tax credit programs, rad rents, and other mixed-finance opportunities
• Update meetings
• Due diligence on repositioning initiatives
• Draft report – meet to review before its finalized
• Final report.
