The Vendor is required to provide project management and business analysis support for planning, coordination, documentation, tracking, reporting, stakeholder engagement, testing support, readiness assessment, handover, and project closure activities associated with the agency 2026 implementation project.
- Must also coordinate with any separately procured technical tax cooperation adviser so that technical guidance is reflected in project plans, requirements documentation, process maps, stakeholder materials, testing evidence, implementation decisions, and closure outputs.
- Support planning, stakeholder communications, requirements and data design, system build coordination, sandbox testing, pilot activity, user guidance, go-live readiness, and closure reporting.
- Requirements elicitation, process mapping, current-state and future-state analysis, data and reporting requirements, user stories or functional specifications, traceability matrices, testing support, acceptance evidence, user guidance inputs, and operational handover documentation.
- Coordinate with any separately appointed technical tax cooperation adviser; reflect technical advice in project documentation; track technical decisions, dependencies and risks; ensure that business analysis outputs are reviewed by appropriate technical stakeholders; and escalate unresolved technical matters through agreed governance channels.
- Risk register; issue log; assumptions log; dependency map; decision log; action log; escalation papers where required; fortnightly status reports unless otherwise directed.
- Testing coordination materials; test progress tracker; defect and issue tracking; readiness checklist; go-live or implementation decision support; implementation risk assessment.
- All documentation must be provided in editable Microsoft Office formats unless otherwise agreed.
