The Vendor is required to provide advanced metering infrastructure (AMI) services for include:
- Lead program manager
• Developing and maintaining a full deployment project plan aligned with commission strategic objectives.
• Developing AMI deployment prioritization based on customer affordability and meter infrastructure concerns, as well as other pertinent factors.
• Establishing and tracking:
o Project milestones
o Cost-loaded schedules
o Key performance indicators (KPIs)
• Developing and managing a comprehensive risk and mitigation plan, updated continuously throughout the project lifecycle.
• Developing a project quality assurance and quality control plan.
• Preparing and maintaining a transition plan detailing how commission systems, processes, and personnel evolve with full-scale AMI deployment, ensuring continuity of operations throughout.
• Developing and implementing an ADKAR change management plan to guide organizational adaptation to the new AMI environment.
• Leading business process development activities in advance of, during, and post deployment, including but not limited to the following processes:
o Ami customer claims
o Return to utility
o Quarterly-to-monthly bill conversion phasing
o Modifications of standard operating procedures
• Program manager's licensing and incidentals
o The program manager will be responsible for all fees related to Microsoft licensing and other incidentals for onboarding to the commission environment
• Industry best practice consulting services
o Assist with identifying external funding sources that could be leveraged to offset project costs for full deployment.
o Throughout the project lifecycle, continued project cost analysis and identification of opportunities for commission to realize cost savings, optimize spending on deployment execution, and maximize return on investment from the AMI system.
• Program management team shall perform all work required and furnish all resources, tools, equipment, field supplies, office supplies, and safety equipment necessary for the performance and completion of this contract.
- AMI turnkey solution contract
• Providing guidance on best practices and market research regarding a full AMI turnkey solution.
• Advising in AMI deployment vendor proposal evaluation, vendor selection, and contract negotiation
- AMI system implementation oversight
• Managing the AMI deployment vendor across all facets of solution deployment, including system implementation, project scheduling, and cost and resource management.
• Overseeing personnel licensing, certifications, and resource management for all deployment team members.
• Reviewing and approving the AMI deployment vendor's system enhancement plan.
• Reviewing and approving the AMI deployment vendor's training plan (including training materials).
• Overseeing final propagation study, redundancy plan, system integration architecture, system selection, system enhancements, and warranty management.
• Monitoring and reporting on system health, maintenance, and updates throughout the project.
• Reviewing invoices from the deployment vendor and other contractors.
• Final approval over all invoices.
• Maintaining a comprehensive decisions log throughout the project.
