The Vendor is required to provide to support the development and execution of agency state legislative strategy and agenda by providing legislative monitoring, reporting, advocacy, and strategic advisory services (the “Services”).
- The Services include, but are not limited to, keeping agency informed of relevant legislative and regulatory activity, advancing agency policy priorities, and offering clear, actionable guidance on issues that may impact its operations during both legislative and interim sessions.
- Monitor and keep agency informed of existing and proposed legislative and regulatory policy changes that may impact agency interests, including but not limited to water, wastewater, and/or electric services, specifically provided by a municipally owned utility;
- Participate, as needed, on behalf of agency in legislative committee hearings, legislative sessions, state agency meetings, trade association meetings, and any other relevant forums; the successful respondent(s) may include a list of applicable meetings in their proposal;
- Provide regular updates, weekly during the legislative session or as otherwise needed, on administrative activities, proposed legislation, and the political landscape to identify potential issues and opportunities; updates shall be delivered in writing, may be provided verbally, and shall include an evaluation of potential impacts to agency, along with any recommended action; the frequency of updates may be adjusted upon mutual agreement between agency and the successful respondent(s).
- Coordinate and engage with key public officials, legislative committee members, state agencies, trade associations, and other stakeholders to seek support for and advancement of agency policy priorities;
- Coordinate meetings and establish relationships between agency and key decisionmakers, including public officials, their staff, agency, or department leaders;
- Provide strategic guidance and preparation for key meetings with public officials and/or stakeholders; and
- Continue to monitor and report on relevant developments, including but not limited to interim charges, committee hearings, regulatory activity, and emerging policy issues that may impact agency.
