The Vendor is required organizational assessment services aimed at identifying and improving systematic vulnerabilities, and establishing accountability.
• Conduct an organizational assessment to identify how to guide the structure and leadership of the agency.
• Evaluate agency’s current operational and administrative frameworks, with a focus on workforce stabilization, fiscal sustainability, governance oversight, and executive leadership transitions. The ideal partner will help the agency establish a resilient foundation for future growth and governance excellence.
• assistance in the below areas:
1. An assessment of the organizational structure, the leadership/management model, and the relationship of those structures to the Board of Commissioners. This may include the structure of executive staff roles and how the various departments report into that structure, as well as the organization of administrative and operational responsibilities within and among those departments. Relevant examples from successful local and national public and nonprofit peer organizations should inform any restructuring or reorganization recommendations.
2. A focused review of the agency’s financial forecasting, budget development and reconciliation processes and practices. The implications of the agency’s “Moving to Work” (MTW) deregulation status from HUD should inform the conclusions and recommendations from this review.
3. Routine sharing of knowledge and insights between the consulting team and the agency team in order to help the consultants integrate learning from ongoing operational efforts around issues such as occupancy and community safety, as well as agency FY'27 budget development process.
4. The consultant’s final report should include phased recommendations, with short, medium and long-term implementation strategies.
