The Vendor is required to provide disability economic advancement advocacy consultant services for include:
- Foundation building
1. Outcomes:
• Established governance and alignment structure
• Clear, compelling messaging framework
• Defined grassroots and stakeholder engagement strategy
2. Core activities:
• Support and optimize project council structure and operations
• Develop communications and messaging tailored to policymakers, business leaders, and community stakeholders with outside PR firm
• Develop a grassroots strategy, including defined roles for:
• Consultant-led activities
• Council and volunteer-led activities
- Strategy development and pre-session engagement
1. Outcomes:
• Defined legislative and policy strategy aligned with sunset and other vehicles
• Activated stakeholder and grassroots network
• Established communications and media approach
2. Core activities:
• Develop and execute a stakeholder engagement strategy, including:
• Clearly defined meeting targets aligned to outcomes
• Engagement across legislative offices, agencies, and partners
• Rationale for geographic and stakeholder prioritization
• Design and lead sunset engagement strategy
• For application, provide outline of strategic approach
• Develop legislative strategy, including:
• Policy priorities
