Class and Compensation Consultant Services for assessment, analysis, and recommendation regarding the City’s Non-Represented pay plan.
- The salaries of Non-Represented employees and Department Heads are subject to a salary plan approved by the City Manager that calls for 2.5% differentials between 11 salary steps.
- The consultant will review the current job descriptions and compensation structure to determine the need for modifications and ensure external competitiveness and internal equity.
- The consultant will:
• Review current job descriptions to analyze knowledge, ability, education, experience, relevance, and hierarchical consistency.
• Conduct in-person interviews of select staff, if necessary to complete analysis.
• Propose, where appropriate, modification of the current pay structure.
• Recommend additions, deletions, or modifications to existing classifications.
• Make recommendations to FLSA exempt or non-exempt status of positions, with specific attention to clarifying the appropriate status of the Battalion Chief classification.
• In conjunction with City staff, identify external comparator jurisdictions to survey for both wages and total compensation.
• Survey comparator jurisdictions for both wages and total compensation.
• Analyze results and develop appropriate pay structures for City taking into account compression and internal equity.
• Identify any current compensation inequities and provide recommended corrective action plan and process to remedy.
• Provide periodic status reports to City as requested.
