The vendor is required to provide for communications and marketing services that:
• Promote, enhance, and improve agency image by building awareness around the positive outcomes of agency work.
• Develop and implement an overall primary communications plan for growth that includes targeted, secondary supporting strategies (outlined further below).
• Support understanding of the benefits of growth and why the municipality is undertaking projects that support growth.
• Encourage investment in agency and share the opportunities that exist within the municipality through marketing and promotion.
- The successful consultant should have expertise in various communications and marketing services including:
• Development of communications plans and timelines.
• Design and development of promotional materials for municipal programs and events.
• Content creation for newsletters, websites, and social media channels.
• Development of social media strategies and content including videography for municipal communications.
• Branding and visual identity projects.
- Working with municipal staff, the consultant would be required to develop an overall communications and marketing plan that outlines key audiences, tactics, and timelines (scheduling).
- This plan would have the overall goal of promoting, enhancing, and improving agency image.
- Key approaches and audiences include:
1. Local engagement and image building
• The approach is building awareness and support for the work of the municipality with current residents and local businesses.
• This would include consistent messaging and branding, image building, details on possibilities and potential outcomes, and a focus on storytelling that promotes “why” projects are happening.
• This should include timelines and messaging for large, capital projects as well as the daily work we do to improve our communities.
2. Resident, developer and business attraction
• The approach is resident attraction and housing development.
• The consultant would be asked to propose tactics to attract and retain workforce-age residents to the municipality.
• Materials produced should also support business attraction for the region.
• The plan should also encourage developers to consider agency as an ideal location for residential development.
• The consultant should propose tactics and mediums to encourage existing landowners to build and potential developers to consider acquiring land for development.
3. Capital projects and infrastructure investment
• Agency is making significant investments in capital projects and municipal infrastructure.
• Our goal is to communicate updates on the status of these projects, tell the story of why projects are important and how they benefit people who live here, and manage expectations throughout the lifecycle of the project.
• While many of these projects are long-term and beyond the length of marketing materials, including templates and a recommended implementation timeline that can be applied to existing and upcoming projects, will be requested.
- While subject to change based on the plan’s recommendations, it is anticipated the campaign will include:
• Print and digital assets including ads, brochures, and posters.
• Infographics with consistent messaging and branding.
• Short videos (stop-go, explainers, interviews, music overlay).
• Vector graphics, including any templates for future use.
• Local imagery.
• Marketing kit for developers.
• Hashtag development, which could be used in print and promotional items including stickers and pins.
