The vendor is required to provide geospatial strategic plan services to evaluate its existing geospatial environment, identify gaps and opportunities, and design a complete roadmap that enables modernization, scalability, improved decision-making, and sustainable governance.
a. Project kick-off and management
• Conduct an initial project kick-off meeting with the county's GIS steering committee.
• Establish a project schedule, communication plan, and reporting process.
b. Current state assessment
• Stakeholder engagement: conduct interviews and workshops with key department heads and users to understand business needs, current uses of GIS, and desired future capabilities.
• Technology and data review: analyze the county's current GIS software, hardware, and data assets to identify strengths, weaknesses, and gaps.
• Inventory: document the county's existing geospatial data, applications, and workflows.
c. Future state definition
• Develop a GIS vision: work with county staff to establish a forward-looking vision for the GIS program.
• Prioritize strategic goals: based on stakeholder input and best practices, define and prioritize goals for the GIS program (e.g., improving data quality, expanding online services).
d. Action plan and recommendations
• Implementation roadmap: create a phased, multi-year plan outlining specific actions, responsible parties, and a timeline.
• Governance model: recommend a governance structure for managing GIS data, standards, and projects across departments.
• Staffing analysis: assess current GIS staffing levels and provide recommendations for skills and roles needed to support the plan.
• Technology recommendations: provide guidance on future software, hardware, and infrastructure needs.
• Cost analysis: provide an estimated budget for implementing the plan, including potential costs for new software, training, and staffing.
