RFP Description

The Vendor is required to provide creative consultant services for include:
•    Illustration
•    Videography
•    Social and content creation
•    Writing: copywriting and narrative content
•    Communications and creative campaign strategy
- Illustrator
•    Create custom illustrations for print, digital, and multimedia projects based on client briefs 
•    Collaborate with clients to develop visual concepts that align with brand identity and messaging 
•    Skilled in both hand-drawn and digital illustration techniques using tools like adobe illustrator, Photoshop, etc. 
•    Deliver high-resolution artwork suitable for printing, marketing, or promotional items
•    Adapt style and tone to suit a variety of audiences and project types as provided by the client
•    Manage project timelines independently and communicate progress clearly with clients 
•    Deliver work within the PDX brand guidelines for illustration
- Videography
•    Capture and edit high-quality video content for events, promotional materials, and digital platforms. 
•    Collaborate with clients to understand creative vision, goals, and timelines. 
•    Understand how video fits into broader campaigns and suggest creative approaches for engagement. 
•    Operate cameras, lighting, and audio equipment on location or in studio settings occasionally in active spaces like airports, marine terminals, or community events. 
•    Deliver polished final videos optimized for web, social media, or broadcast including vertical and horizontal formats. 
•    Maintain own equipment and manage post-production workflow independently 
•    Flexible availability for on-site shoots, including evenings and weekends. 
•    Nice to have but not mandatory – please let us know if you can operate a drone or can provide aerial videography services, ensuring compliance with local regulations.
- Social and content creation
•    Build content plans, series frameworks, shot lists, and scripts with strong hooks, clear, and sequencing that connects individual posts to a bigger narrative. 
•    Write warm, jargon free captions with platform specific variants and alt text to improve comprehension and accessibility. 
•    Comfortable appearing on camera, facilitating short interviews, or delivering simple voice over when needed. 
•    Capture timely moments at PDX and port activations and partner and community events, and produce evergreen and campaign content with fast turnarounds and clean handoffs. 
•    Deliver organized assets, including platform specific versions (aspect ratios, captions and subtitles, Alt text), well labeled files and metadata, source projects as needed, and usage rights and releases for smooth publishing. 
•    On site shoots may require security badging, safety briefings, and coordination with port teams; follow airport protocols.
1. Required skills:
•    Content production across formats: proficient in creating short form video, photography, and simple graphics (tailored for social); comfortable producing end to end with brand assets and internal support. 
•    Writing and editing: social first writing that’s approachable and smart; skilled at turning complex ideas into digestible stories. 
•    Light graphic design: ability to build simple, on brand static and motion elements (title cards, lower thirds, info snippets). 
•    Platform fluency: best practices for Instagram, Tiktok, and LinkedIn. 
•    Organization and handoff: solid file management, naming conventions, and delivery discipline to keep multi asset projects on track.
- Writing: copywriting and narrative content
•    Skilled in integrated marketing campaign copy for large, public environments that make PDX travelers and employees smile, and captures our region’s character, charm, and wit. 
•    Practiced in creating a welcoming, reliable, and slightly irreverent tone. 
•    Highly collaborative approach and ways of working with art directors, designers, and strategists. 
•    Evidence of translating communications strategy into short and long narrative formats. 
•    Able to quickly get up to speed on complex and industry-specific topics and identify how to translate them into accessible, community-centered content for a general audience. 
•    Familiar with broad cultural, business, environmental, and political trends that define 
•    Experienced in building relationships and conducting interviews with subject matter experts and community members to tell well-rounded, person-first stories
- Communications and creative campaign strategy
•    Demonstrated history of guiding creative campaign strategy, including messaging and narratives, for similar entities or industries 
•    Able to align organizational priorities with external industry trends to make informed recommendations about target audience and approaches. 
•    Able to identify unifying themes in organizational positioning and priorities, informed by a wide range of information from across an organization, to build shared understanding and buy-in for strategy. 
•    Able to quickly get up to speed on complex and industry-specific topics and translate them into actionable and achievable strategic objectives. 
•    Experienced in building relationships and conducting interviews with organizational leaders to identify unifying themes and priorities, to build shared understanding, and earn buy-in. 
•    Familiar with broad cultural, business, environmental, and political trends that define. 
•    Create structure or frameworks to guide decision-making on campaign priorities.
•    Concerting, art direction, design. 
•    Evidence of moving concepts and strategy to design development and execution. 
•    Demonstrated experience in concerting, art direction, and design, including visual direction for social channels. 
•    Experience working within established brand guidelines and finding new magic within them. 
•    Highly collaborative approach and ways of working, including experience partnering with writers, collaborating respectfully, and building trust with studio artists.
