The Vendor is required to provide public affairs, bond strategy, political analysis, public affairs, strategic communications and professional polling services in support of a comprehensive general obligation (GO) bond feasibility study.
- Bond Strategy and Political Analysis
• Assess the political landscape affecting a potential bond measure, including local, regional, and statewide factors.
• Identify opportunities, risks, and constraints influencing likelihood of passage.
• Advise on ballot timing considerations and sequencing with other potential measures.
• Provide strategic guidance on bond size, structure, and framing from a voter perspective.
- Research Design and Professional Polling
• Design statistically valid public opinion research instruments, including surveys and focus groups as appropriate.
• Ensure polling methodologies comply with applicable legal and ethical standards for public agencies.
• Coordinate research schedules with the overall feasibility timeline.
- Data Analysis and Interpretation
• Analyze polling and qualitative data to identify trends, voter segments, and implications for feasibility.
• Translate data into clear, actionable insights for District leadership, and advisory committees.
• Work collaboratively with the primary feasibility consultant to integrate polling findings into broader feasibility conclusions.
- Public Affairs and Communications Strategy Support
• Provide guidance on public-facing messaging consistent with legal restrictions on advocacy.
• Support the District and primary consultant in preparing presentations, talking points, and summaries based on research findings.
• Advise on stakeholder engagement strategies informed by political and community context.
• Coordinate closely with the District’s Communications Department to ensure consistency and accuracy.
